University of Regina

These are the arms of the University of Regina. The symbolism is clear- green and gold (the colours of the province), a garb of wheat (the province's most important industry- agriculture), a book for learning, and a crown, suggesting the name of the city and univeristy (Regina = Queen). I don't know if that gold border around the shield is meant to be there, but it would definitely look better without it (and the gold fimbriation on the white chevron).
